Senator Sehar Kamran has serving Member National Assembly of Pakistan 2024 also served as an elected Member of the Upper House of Parliament of Islamic Republic of Pakistan from 2012-2018. Senator Kamran is a distinguished educationist and philanthropist with an experience of over seventeen years in the field of education. She has a number of accomplishments to her credit. She has earned a name for herself among academicians and practitioners in areas of regional and international, defence and strategic studies. In recognition of her services to the field of Education, Social Work and for promoting Pakistan in the Kingdom of Saudi Arabia, Senator Kamran has the honour of being awarded one of the highest National Civil Awards of Pakistan “Tamgha-e-Imtiaz” – the Medal of Excellence in recognition of her contributions. She was also appointed convenor of the Pakistan-Saudi Parliamentary Friendship Group at the Senate of Pakistan.
Senator Sehar Kamran has also been decorated with the Russian Federation “Award of Cooperation”. The Award was conferred on Senator Sehar Kamran on 31st August 2018 by the Ministry of Foreign Affairs of the Russian Federation in acknowledgement of her efforts to promote and strengthen bilateral relations between Pakistan and the Russian Federation. Recently, Senator Kamran represented Pakistan at the Second Eurasian Women’s Forum held on 19- 21 September, 2018 at St. Petersburg, Russia. She had the honour to meet with the President Vladimir Putin, Russian Federation at the forum.
In view of experience, contribution and passion, she was elected to and served as an active member of the Senate Standing Committee on Defence, the Senate Standing Committee on Defence Production, the Senate Functional Committee on Human Rights and the Senate Standing Committee on Federal Education and Professional Training. During the first three years of her term from 2012-2015, she also remained a member of Standing Committees on Foreign Affairs and Over-Seas Pakistanis and Human Resource Development. Currently, she is a member of the Senate Forum for Policy Research (SFPR) 2018-2021.
During her tenure as a Senator, she presented several key Parliamentary legislations, out of which her ‘National Civic Education Commission Bill, 2017’ was passed into law as the ‘National Civic Education Commission Act, 2018’, in May 2018. Her other legislations in the Senate of Pakistan include ‘The Child Marriage Restraint (Amendment) Bill, 2017’, ‘Islamabad Restriction on Employment of Children Act, 2017′,‘The Criminal Law (Amendment) Bill, 2017’, ‘Constitution (Amendment) Act, 2017’, and the ‘Islamabad Wildlife (Protection, Preservation, Conservation and Management) (Amendment) Act, 2018’.
She also has had the honour of serving as a Leader of the standing committee of Alumni Association of National Security Workshop (AAN). Senator Kamran has also to her credit the establishment of Centre for Pakistan and Gulf Studies, a research institute (in 2012), with a vision to contribute towards regional and international peace, harmony and security through sustainable intellectual discourse on all matters which have impact on lives of inhabitants of this region and the world at large. As the President of the institute, she has effectively contributed in streamlining the debate on international, regional and national issues of contemporary significance.
Senator Kamran has been an eminent speaker at various national and international platforms, for social, educational and defence-related issues, and has actively participated in a number of national, regional and international conferences, seminars and workshops. These include the OIC Workshop on the Implementation of UN resolution 1624 on ‘Countering Incitement to Terrorism’, held at the OIC headquarters in Jeddah, Saudi Arabia, the Gulf Research Meeting of 2012 at the University of Cambridge, where she presented a paper on “Pakistan and the Gulf Region – Historical Perspective and Future Trends”; the Gulf Forum 2011 organized by the Gulf Research Council and Diplomatic Institute KSA, and the IISS annual conference on Global Strategic Review (GSR) held in Geneva in September, 2011, and a paper presentation on “Iran and GCC Intra Gulf Cooperation”, in an International Seminar on, “Crossroads Asia: Dynamics of Peace and Progress”, held at National Defence University, on 10-11th February 2015.
In July 2017, she participated and addressed the First two-day International Women’s Congress of the Shanghai Cooperation Organization and the BRICS Member States titled “The Role of Women in The Modern Society: Cooperation In The Political, Economic, Scientific, Educational and Cultural Spheres” held in the Novosibirsk Region at the invitation of the Governor of Novosibirsk, Russian Federation. In June, she visited the Republic of Korea at the invitation of the Embassy of the Republic of Korea in Pakistan and the Ministry of Foreign Affairs, Republic of Korea, as part of their “Eminent Persons Program”. At the invitation of a prestigious Saudi think-tank in May, Sehar Kamran led a three member CPGS delegation on a visit to KSA. She had the privilege to speak at the two-day international agenda forum titled ‘On the Second Track, the Role of Civil Society and Public Diplomacy in the Further Development And Expansion Of The SCO’ at Sochi, Russia, in April 2016. In March 2016, she had the honour of participating in the United Nations event on the Conference on Status of Women (CSW). She has also participated in the EU Non-Proliferation Consortium in Brussels in November 2015 and 2016 as well as in Prague Agenda Conference, held in December 2016 at Prague, Czech Republic, The Council of International Schools (CIS) Forum 2011 in Lisbon, Portugal; the First Education Forum of Arab Countries, Dubai in 2006 as well as many other development events. She is also a member of the International Institute of Strategic Studies (IISS) and the Middle East Centre for Strategic Studies (MeSc). As a member of Senate Standing Committees on Foreign Affairs and Defence; she has visited Qatar, Turkey, South Korea, Germany, Belgium, Afghanistan, Iraq, Beirut, Syria, Geneva; and Scotland to participate in Track-I and Track-II dialogues. She participated at World Trade Organization’s (WTO) Public Forum and also had a talk at the Geneva Centre for Security Policy (GCSP). Senator Sehar has put her sincere efforts on various platforms for achieving peace and prosperity of the beloved country Pakistan.
She has a number of publications to her credit, including a book chapter and editing of a book on, “Rejuvenating FATA: Education as an Instrument of Change”, in Evolving Dynamics of FATA: Reflections on Transformation.
